In a sea of different titles, genres, and annual releases that have passed through our consoles and computers, one question constantly resurfaces: Which football game is truly the best?
Which one stands the test of time, lives on in the hearts of fans, and was a genuine game-changer? There are many ways to qualify a game as the “best” – from sales figures to gameplay innovations. We’ve tried to take all factors into account to bring you this list of the 10 all-time greats.
IMPORTANT NOTE: You will not find FootballIdentity on this list. It is nearly impossible for us to remain objective about a game that we consider timeless and that created a community unlike any other simulation ever could. Therefore, we are placing FID beyond all competition – in a league of its own.
10. PES 12
Many fans will claim that this was the last “true” PES. At a time when FIFA began to dominate, PES 2012 brought a revolution in teammate intelligence. For the first time, it felt like our wingers were actually thinking and making runs into space on their own, and the off-the-ball control was a total game-changer. The Master League was at its peak in this version, delivering that addictive team-building experience that we still miss today. Anyone who played this on PS2 knows exactly what we’re talking about!

9. FIFA 98: Road to World Cup
If there’s one game that triggers instant nostalgia the moment you hear the first chords of Blur’s “Song 2,” it’s FIFA 98. It was a revolution: for the first time, we had every official national team, but what made it immortal was the legendary “Indoor mode.” Playing inside a hall where the ball never went out of bounds and fouls were barely called provided endless fun with friends. FIFA 98 had a soul that modern releases often fail to replicate – it was pure, unadulterated joy.

8. Sensible Soccer
Before the giants fought over licenses and realistic faces, Sensible Soccer ruled the world. From a bird’s-eye view, with players looking like tiny moving dots, this game provided speed and control that no one before (and few since) could match. It proved that you don’t need ultra-realistic graphics to have perfect football – one button and a sense of space were enough. Without Sensible Soccer, it’s hard to say if we’d even have football simulations as we know them today.

7. FIFA 12
The year that changed everything. FIFA 12 introduced “Tactical Defending” and forced us all to relearn how to play defense. It was no longer enough to just hold a button and wait for the AI to do the work – you needed timing, spatial awareness, and patience. Along with the new “Impact Engine” that brought more realistic physical collisions, FIFA 12 became a game for those who actually understand football. It was a turning point that took the simulation to a whole new level. The 2011/12 season was truly the ultimate turning point in virtual football history!

6. Top Eleven Football Manager
This is the story of the game that made football management accessible to everyone, anywhere, at any time. While others tried to copy the complexity of desktop simulations, Top Eleven hit the bullseye by creating a game that lives on your phone and social networks. That specific feeling when you get a notification in the middle of a workday that your match starts in five minutes – and the frantic urge to beat a rival from the other side of the planet – turned this game into a global phenomenon. The feeling of winning the Champions League against a much stronger team while struggling with a smaller budget, succeeding only through discipline and superior strategy – that is exactly what made this game a world-class brand!

5. Winning Eleven 4
If you ever spent hours in a smoky gaming lounge holding that old, grey PS1 controller, then you know that Winning Eleven 4 was the law. We all remember the legendary lineups, but also the little “cheats” – like putting Roberto Carlos as a striker because of his insane speed and devastating shot. 4. Football Manager
There are games, and then there is Football Manager. This isn’t just a simulation; it’s the most “legal addiction” in the world. Whether you’re a fan of the old school and the iconic CM 01/02 – where Tsigalko and To Madeira were football gods – or the newer releases, the core remains the same: “Just one more match.” Especially when talking about FM 12, this is the game that made you scout for a left-back in the Icelandic second division at 3 AM and celebrate a title with a Sunday League club as if you’d won it on a real pitch. It’s a game so realistic that professional scouts use it today.

3. FIFA 14

2. FIFA Street 2
If football is art, then FIFA Street 2 was the most beautiful graffiti on the wall. This wasn’t just a game; it was a festival of tricks, street culture, and pure swagger on the pitch. We all remember that moment when you’d fill up the “Gamebreaker” and literally delete your opponent with a single move. With arguably the best soundtrack in football gaming history and an atmosphere that transports you directly to the concrete pitches of Brazil or London, FIFA Street 2 remains an unmatched symbol of childhood rivalries. It was a game where the score didn’t matter as much as the fact that you just nutmegged your opponent, and the Career mode was something that kept you glued to your seat for hours!

1. PES 6
The King. The only game that is still being updated with new kits and rosters two decades later because no one has ever managed to replicate that perfect “feel.” PES 6 was the pinnacle of football simulation, where every pass, every duel, and every goal felt earned. We all remember Adriano and his shot that literally tore the net, the unstoppable Thierry Henry, and the Master League that consumed years of our lives. This is the game that united generations and set standards that remain unreachable to this day. If you haven’t played PES 6, you haven’t truly felt what football magic on a controller means.

Narrowing down thousands of legendary titles to a list of just 10 was an almost impossible mission. Each of these games represents a specific era, a milestone in gaming history, and – most importantly – countless hours of pure fun with friends. Maybe your favorite isn’t at number one, or perhaps we missed a title that changed your life, but that’s the beauty of football-everyone has their own “Perfect XI.”
